And God said, Let there be lights in the firmament of the heaven to divide the day from the night; and let them be for signs, and for seasons, and for days, and years: And let them be for lights in the firmament of the heaven to give light upon the earth: and it was so. And God made two great lights; the greater light to rule the day, and the lesser light to rule the night: he made the stars also. It is customary to recite the blessing of the New Moon while standing outside beneath the sky. Some people fast on the day that the New Moon is expected and treat it as a 'small' Yom Kippur (I say the Selichah for Erev Yom Kippur also on this fast day). Acts of charity and kindness are also appropriate.
Psalm 148:1-6
"Praise ye the Lord. Praise ye the Lord from the heavens: praise him in the heights. Praise ye him, all his angels: praise ye him, all his hosts. Praise ye him, sun and moon: praise him, all ye stars of light. Praise him, ye heavens of heavens, and ye waters that be above the heavens. Let them praise the name of the Lord: for he commanded, and they were created. He hath also stablished them for ever and ever: he hath made a decree which shall not pass".
Blessed art Thou, Lord our G-d, King of the Universe, who by His word created the heavens, and by His whisper all their hosts. He has appointed for them their laws and courses so that they fulfill with joy and gladness the will of their Creator. He is the source of truth and He has ordained that the moon be renewed each month as a crown of glory to those sustained from birth, whose life will be renewed as that of the moon, to glorify the blessed name of their Creator. Blessed art Thou, Lord who renews the months.
May the new moon herald in new month of joy, peace, and prosperity for us and for all Israel.

The Lord shall preserve thy going out and thy coming in from this time forth, and even for evermore."
