The Seventh Article of the U.S. Constitution states:
The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
What this article is saying is that Nine of the Thirteen original states would do to adopt the constitution and its New Government. This article validated the transformation of the thirteen states into the United States (The old giving rise to the new) of America.
Article Seven of the U.S. Constitution contains the formula for NUWAUPU hidden in it. The product of 9 x 13 = 117 = NUWAUPU. Coincidentally, there are seven letters, that reflect the seventh Article.
