Nuwaubian Hotep--that is merely a treaty between Mt. Arafat (nuwaubians) and the Washitaw. If you read it you will see that they also pledge an oath to defend the constitution of the United States. Here is the law regarding: Native Americians, Indians and criminal acts.
Sec. 1153. - Offenses committed within Indian country
(a)
Any Indian who commits against the person or property of another Indian or other person any of the following offenses, namely, murder, manslaughter, kidnapping, maiming, a felony under chapter 109A, incest, assault with intent to commit murder, assault with a dangerous weapon, assault resulting in serious bodily injury (as defined in section 1365 of this title), an assault against an individual who has not attained the age of 16 years, arson, burglary, robbery, and a felony under section 661 of this title within the Indian country, shall be subject to the same law and penalties as all other persons committing any of the above offenses, within the exclusive jurisdiction of the United States. (b)
Any offense referred to in subsection (a) of this section that is not defined and punished by Federal law in force within the exclusive jurisdiction of the United States shall be defined and punished in accordance with the laws of the State in which such offense was committed as are in force at the time of such offense
(B)
any case in which a child is subjected to sexual assault, sexual molestation, sexual exploitation, sexual contact, or prostitution;
(2)
''child'' means an individual who -
(A)
has not attained 18 years of age;
(3)
''local child protective services agency'' means that agency of the Federal Government, of a State, or of an Indian tribe that has the primary responsibility for child protection on any Indian reservation or within any community in Indian country; and
(4)
''local law enforcement agency'' means that Federal, tribal, or State law enforcement agency that has the primary responsibility for the investigation of an instance of alleged child abuse within the portion of Indian country involved.

Wait just a cotton picking Gin second! ... Nuwaubian_htp, I just looked at the official seal parchment with the governor's signature. That paper could have been for anything. It doesn't say anything on it about RECOGNITION of a nation. And the date, look at the date. It doesnt correspond to the other dates on the other papers. I didnt realize that until now.

Plus, one thing I do know about sovereignty is it is not given, it is taken by force. The United States DECLARED independance from the British. They didn't ask shit! They said that we are no longer under your jurisdiction, and fought a war in which a treaty was made (under the pretenses that the newly formed union had won). I don't like what the US stands for now or during any point during its history, but I give them credit for taking what they wanted and running with it. Look at the seventh article for the ratification of the U.S. constitution.
Look at the Iroquois constitution that has 117 paragraphs.
Nuwaupu is the "Great Law of Peace" that the Europeans call "Natural Law."

Since when does a state that has no Sovereignty have power to agree to the Sovereignty of another state/nation. The states of the Union have no power of themself to enter into negotiations with Foreign Powers that power is relegated to the United States, the Federal Government, the power that each state signed its Sovereignty over to. The above documents are not Sovereign Treaties of any sort. What manner of rubbish is this?
